GTA 6 began under the codename Project Americas, with plans for a far larger map than Rockstar ultimately settled on. According to the company, the original plan called for large areas of North America and South America before the scope was narrowed to Miami and its surroundings.

The first research trip took place in 2015. Rob Nelson, one of the heads of Rockstar North, took a team to Miami to get work underway. At the time, the intention was to develop the next Grand Theft Auto alongside Red Dead Redemption 2.

The western's growing scope changed those plans: as Red Dead Redemption 2 became larger and more ambitious, Project Americas was pushed back several years.

After Red Dead Redemption 2 launched, Rockstar also underwent internal changes. Its workforce grew from 2,441 to 4,711 across 12 offices. The departure of co-founder Dan Houser, who had written several previous GTA games, saw Nelson, Aaron Garbut and Phil Hooker take on leadership roles in development.

By 2019, GTA 6 had its basic framework and its two protagonists, Jason and Lucia, partners in a life of crime. The finer details and more complex mechanics took longer to take shape, particularly when the covid-19 pandemic forced teams to work from home.

Rockstar also says it revised its working practices after the crunch on Red Dead Redemption 2. Head of publishing Jennifer Kolbe acknowledged that the process had not been perfect but said things had improved, stopping short of claiming that no one had worked excessive hours.

Another blow came in 2022, when a phishing attack gave hackers access to the company's Slack and exposed footage of GTA 6 while it was still in development. Aaron Garbut described the release of that unfinished work as an invasive and emotionally difficult experience.
