Rockstar Games has published new modding guidelines that restrict unofficial campaign expansions, ports to platforms without an official release and projects that combine maps from different games by the company.The rules apply to Rockstar titles as a whole, but come as GTA 6 nears its initial console release. The document divides the policy into four areas: copyright, community conduct, unauthorized monetization and respect for the company's games.It is in the latter section that the most direct restrictions on ambitious projects appear. Rockstar states that its worlds, characters and stories are part of the official continuity of its games, and says it has the right to set boundaries for the use of its brands. Mods that expand existing storylines, bring content from older GTA games or combine maps are now off-limits.The move follows previous action against community projects. A recreation of Liberty City, the setting of GTA 4, within GTA 5 was taken down after the company made contact. Another case involved an attempt to recreate the GTA 6 map in GTA 5, which received a takedown order in March 2025.The guidelines also discourage cheat menus and programs that interfere with official multiplayer, online services or the licensed creation platform. Military simulations and conflict role-playing that depict real armed organizations are also listed among prohibited content.On monetization, Rockstar limits transactions to approved digital providers and bans mechanics such as real-money gambling, loot boxes, gacha, virtual-currency sales and cryptocurrency-related offers. Third-party advertising or promotions in mods are also prohibited.Even projects that fall outside those restrictions are not guaranteed to remain available: Rockstar says it may revise the policy and remove mods or other user-generated content at any time.
