Airport CEO is a management simulation developed by Swedish studio Apoapsis Studios and released through Steam Early Access in 2017. Its premise places the player in charge of creating, expanding, and operating a commercial airport from an empty site initially.
Construction uses a detailed grid, allowing terminals, runways, taxiways, aprons, roads, parking areas, and service facilities to be arranged manually. Players design passenger processing around check-in desks, security checkpoints, passport control, boarding gates, baggage handling, and aircraft stands for each flight.
The simulation models airport zones and access permissions, so staff, passengers, and vehicles must use appropriate routes through restricted areas. Airlines are contracted as customers, and their flights create demand for gates, passenger services, turnaround operations, and dependable schedules daily.
Airport revenue can come from airline agreements, passenger fees, retail leases, parking, and other commercial activity placed within the terminal. Research and development unlocks additional capabilities, while finance, contracts, staff management, and maintenance determine whether expansion remains economically sustainable long-term.
Employees include security officers, janitors, ramp agents, mechanics, administrators, and other specialists whose assignments affect airport performance directly each day. Aircraft operations require coordinated ground handling, including passenger boarding, baggage movement, refueling, catering, and eventual pushback from stands at departure.
Weather, breakdowns, congestion, dissatisfied travelers, and operational bottlenecks can expose weak layouts and force the CEO to adapt quickly on-site. The game's visual presentation uses isometric perspective, with colorful, readable facilities that make passenger flows and infrastructure easy to inspect.
Rather than controlling aircraft directly, the player shapes the systems and schedules that let airlines operate successfully inside airport boundaries. Progression begins with limited infrastructure and gradually introduces larger terminals, more passengers, and increasingly demanding operational responsibilities later.
Sandbox play supports experimentation, letting experienced players pursue ambitious layouts or test airport designs without the same financial pressure throughout. The title emphasizes logistics: misplaced baggage facilities, inaccessible gates, or poorly planned roads can create delays that ripple across operations.
Airport CEO's defining challenge is balancing passenger comfort with invisible infrastructure, because successful flights depend on services travelers rarely notice. Development continued after Early Access, and the 2021 full release delivered the core airport-management experience for its audience at launch.
Because the subject is an airport rather than a city, progression is measured through throughput, profitability, reliability, and controlled expansion. That focus makes Airport CEO a simulation of aviation infrastructure, combining construction planning with operational consequences of each design decision.
